If you just get a denture over time the alveolar ridge will resorb and the denture will not fit properly and will have to be relined. But it would be alot cheaper and there wouldn't be any unpleasantness compared to getting the implants. If you are worried about what would happen without the implants you could have the implants but get a denture to attach to them as this would avoid ridge absortion and would maybe cheaper than getting a bridge or crown fitted to the implants.
